What Is a Reiki Master Diploma from a Legal Standpoint
When you pay for a course and receive a beautifully printed document with a seal — what exactly are you holding?
The answer depends on one question: does the school hold a licence for educational activity issued by Rosobrnadzor?
Without this licence, the document is called not a «diploma» but a «course completion certificate» or «participant certificate». It is a piece of paper proving you paid and attended classes. Nothing more.
Why Most Reiki Schools Have No Educational Licence

Reiki has no recognised curriculum within the Russian education system. A Reiki teacher cannot confirm «pedagogical competencies» in this discipline through a state standard — such a standard does not exist. So nobody obtains a licence.
What Is «Registration in FIS FRDO»?
FIS FRDO — the Federal Information System «Federal Registry of Educational Documents». It records state-standard diplomas.
Some Reiki schools advertise «FRDO registration» as proof of legitimacy. This is manipulation. Without an educational licence, entering a document in this registry is legally impossible.
What Reiki Actually Represents Legally
Roszdravnadzor officially confirms: Reiki is not a medical activity and requires no licence. It is «bioenergy correction» — a folk medicine category.
Folk medicine is regulated by Art. 50 of Federal Law No. 323-FZ «On the Fundamentals of Citizens’ Health Protection». Lawful practice requires a permit from the regional health authority — not a Reiki school certificate.
In practice, most practitioners work as sole proprietors under the OKVED code «activities in sport, recreation, and entertainment» or «other personal services». This is legal. But it means the client comes to you for a relaxation service, not medical help.

Before paying for any Reiki course, ask the school directly:
- «Do you hold a Rosobrnadzor educational licence? Please send the details.»
- «Is your document registered in FIS FRDO? Show me the registry entry.»
- «What OKVED do you operate under?»
